Chief of Police, I bring a deep understanding of the complexities and regulatory challenges leaders face in high-pressure environments. One of my proudest accomplishments was designing and launching a regional police force. This initiative required meticulous planning, collaboration with diverse stakeholders, and adherence to a complex web of regulatory and legal standards. I take pride in creating systems and processes that ensure compliance, empower individuals to excel in their roles, and contribute to organizational success.

Career Highlights

  • Responsible for planning, operationalizing, and transitioning a new regionalized police department within a 90-day suspense date. I planned, directed, and managed all aspects of mobilizing the new department, including developing rules, regulations, and policies; planning the organizational structure; establishing cultural expectations; designing uniforms and badges, recruitment, pre-employment processing; selection of employees, training, and indoctrination, procurement-logistics and seamlessly assuming full command and control for the delivery of police services to the City of Camden. The transition was accomplished in 68 days.

  • Led, promoted, and encouraged a healthy and inclusive work environment through regular coaching, teamwork, and positive reinforcement—comfort in communication with all levels of personnel: prioritized business continuity planning, staff career development, and practices of rewarding and recognizing employee contributions.

  • Created South Jersey’s first real-time crime prevention center: a state-of-the-art technology center housing an integrated intelligence, resource management, digital visualization, and force multiplier eco-system for gathering, analyzing, and distributing actionable intelligence and managing resources in real-time.

  • Provided fiscal oversight, analyzing financial trends and budgetary needs and identifying opportunities for improved efficiency to optimize taxpayer resources; created and adhered to operating/capital budgets; oversaw grant writing and procurement functions and inventory/equipment management. I founded and served as fund manager of the CCPD Police Foundation—a not-for-profit fund of the Community Foundation of South Jersey.

  • Exceptional knowledge and ability to utilize electronic records to monitor performance statistics, key metrics, and operational outcomes. Performed data reporting and analysis to drive decision-making geared towards shaping desirable outcomes and developed customized reports and presentations to read out critical information interpreted from large volumes of data, digested from multiple sources and formats.

  • Recruited and hired employees from entry-level to senior-level management and directed onboarding and indoctrination processes. Operationalized a full-time human resources team servicing 500+ employees. Evaluated sworn and civilian staff performance; reviewed and approved progressive disciplinary actions, including discharge/termination. Familiarity with NJ Public Employee Relations Commission decisions and collective bargaining requirements.

  • Successfully coordinated multiple accreditation assessments. Conducted spot audits to ensure compliance with established laws, ordinances, regulations, policies, and procedures. Familiarity with the New Jersey Municipal Land Use Law, NJ Fair Labor Standards, NJ Family Leave Act, New Jersey Civil Rights Act, and NJ Law Against Discrimination. Successfully coordinated multiple accreditation assessments. Conducted spot audits to ensure compliance with established laws, regulations, policies, and procedures.

  • Researched, drafted, and published model policies using industry and institutional best practices; coauthored hundreds of written directives, policies, procedures, rules, regulations, and job descriptions. Directed and coordinated the implementation of standards, policies, objectives, initiatives, and programs.

  • Submitted RFP/RFQ scopes and served on evaluation panels to review proposals/award local government competitive contracts. I completed internal audits and analyses to determine the return on investment and value proposition of contract services and resources.

  • Exercised a high degree of leadership, initiative, judgment, discretion, and decision-making to achieve mission and organizational objectives. I led the selection, development, and mission planning of multi-disciplinary teams.
